Clearing the visible debris tells you nothing about the downpipe below it. We flush every run and watch it discharge, then wash the patio back to the stone while we're there.

A fence blows down at the post, not the panel. Replace the panel alone and you'll be doing it again after the next gale, so we check the post at ground level first.
